110-300-0165(2)(a): Uninflated latex balloons were observed stored outside and reported to be used for children's play. Balloons are considered a choking hazard and can cause suffocation if uninflated or broken. 110-300-0165(2)(c): Latex balloons tied together to form tight loops were observed on the playground.
